Cartoon

This doesn't make your image look exactly like a cartoon but it's pretty close and I think it looks pretty cool. This tutorial is almost exactly like the Photoshop version of it and you get the same results.

Here's an example:
 

1) Open PSP and paste your image.
2) Go to Layers>> Duplicate.
3) Go to Effects>> Blur>> Gaussian Blur.
4) Set the radius to 8.00 and click OK.
5) Go to your layer pallete and in the drop down menu next to the duplicated layer select Darken.
6) Go to Layers>> Merge>> Merge All (Flatten) and save your image!
